As anticipated, the eighth week was a flurry of Budget Conference hearings and floor debate.  Many bills are dying in committee as we quickly approach the final week of the regularly scheduled Legislative Session.

As of Sunday afternoon, the House and Senate have reached agreement on a budget for 2008-2009 Fiscal Year.  The budgets will be going to print Monday at noon and are expected to be on the Legislators desks late Monday night or early Tuesday morning.

Once the budgets are on the desks, the Legislature is required to wait 72 hours before they can take the conference reports up for a final vote.  The only requirement of the Florida Legislature is to pass a balanced budget and once the budgets are voted out I fully expect the Legislature to adjourn.

As for School Health Funding and Full Service Schools the funding is whole.  However, the Department of Health budget was reduced and how those reductions are implemented could impact school health potentially.  We will continue working with the Department and remain vigilant in our efforts to keep school health harmless.  The Department has been a great ally in protecting our program funding this legislative session.

As we enter into week 9, the House and the Senate will be on the floor all week.  Many big issues have yet to be resolved and I expect this week to be action packed.

We will keep you posted on the progress of major legislation.  Also, we will post the budget line items of interest with proviso once they are public.

Sen. Wilson – County Health Departments & the Lawton Chiles Endowment.  What do we say to counties like Miami-Dade?

Rep. Bean – we’ve met with DOH, and they think they have some trust fund money, but everyone has to tighten their belts with budget cuts.

Rep. Roberson – want to echo Sen. Wilson’s statements about the Miami-Dade County Health Dept.

Rep. Waldman – need to find alternate sources of revenue, like the cigarette tax and user fee

Rep. Ausley – need to continue to look for places to draw down federal dollars

Healthcare Council – April 22, 2008
